What are non-reimbursabile funds?
Non-reimbursable funds are direct financial aid granted from public budgets in order to achieve specific activities and results. These activities contribute to the achievement of actions or programs of public interest.
Non-reimbursable funding is a way of stimulating the private and public sector in order to implement public policies undertaken at national or European level.
In practice, non-reimbursable funds are also called “grants”. Depending on the origin of the funds, we can distinguish between state aid (funds granted by the Romanian Government) or structural and cohesion funds (funds from the European Union budget).
Who can benefit from non-reimbursable funds?
Given the intentions of the authority that granted the funds (funding certain areas of the public or private sector) the grants may be awarded to both public institutions and private entities, regardless of legal structure or size.
In the private sector, there may be grants for entrepreneurs, start-ups, micro-enterprises, small enterprises, medium enterprises (SMEs) and large enterprises. Programmes may also address entities such as NGOs, clusters or other associative structures.
What does a funding advisor/consultant do?
Consultants are contracted by beneficiaries to bring their expertise and experience in the field of non-reimbursable funding and to help companies obtain the wanted grant. The role of a funding advisor is very complex given that he should cover a wide range of specific skills and competencies (economic, financial, legal, marketing, administrative, communication, procurement, etc.). Financing programs are structured as project competitions and in order to obtain the grant it is necessary to develop a more competitive application to match the project necessities with the company needs and requirements applicable in the context of the program. Most companies have a very well defined internal personnel scheme and all human resources are allocated to a specific activity. Thus, the consultant’s role in this context is to take the burden of developing and implementing the application and guide the beneficiary through all of the project stages.
What are European funds?
European funds are financial instruments created by the European Union for the public and private sectors, with the purpose of developing certain industries and support member countries in meeting certain economic, social and cultural development standards. Most of the funds granted to Romania were designed to reduce the economic disparities existing between our country and the level of development of the other member states.
What are State Aid Schemes?
State aid represents any type of measures of support from the state or administrative-territorial bodies administering state or local resources by favoring certain activities, production of certain goods or the delivery of certain services that affects the trade between Romania and Member States of the European Union and is considered incompatible with a normal competitive environment. By providing these types of aid in agreement with European legislation the goal is to reduce market inequalities or disparities in certain sectors or stimulate the development of certain strategic areas (i.e.: stimulating major strategic investments, development of SMEs, etc.). The main difference between state aid and EU Funds is given by the funds sources (national sources in the case of state aid and state budget and EU budget for EU Funds).
What does “de minimis” aid mean?
This type of aid is a measure of support for enterprises, regardless of their size, not exceeding 200.000 EUR Euro for a period of 3 consecutive fiscal years. This type of aid may be granted by various public institutions, usually at national level. Usually “de minimis” aid can’t be granted to enterprises operating in certain fields that are excluded from funding, such as goods transport by road, companies in the agricultural sector or any export activities.
Before submitting a de minimis funding request, the beneficiary must check whether the specific terms and condition for this specific funding are met.
How many types of non-reimbursable grants are there in Romania?
In Romania during this period there are a number of grants available for different types of private beneficiaries (SMEs, large companies, public entities, NGOs, etc.).
We cannot make an exhaustive list of these types of funds given that they are very dynamic and they may be closed or extended depending on the level of achievement of the financing programs objectives. Thus, in this moment in Romania we have: European funds, state aid scheme, de minimis scheme, EEA & Norway Grants, Swiss funds, direct funding programs of the European Commission, cross-border cooperation programs, etc.
What is a "grant"?
The “grant”, is a form of non-reimbursable financial aid granted in order to fulfill a specific purpose. In practice the following words are also used to describe a grant: non-reimbursable grants, non-reimbursable aid.
Can non-reimbursable funding be granted in any activity sector?
Not all activity areas are eligible to receive the non-reimbursable funding. Usually certain sectors: shipbuilding, transport, primary agricultural production, metallurgic sector are excluded from funding. Eligibility sectors should be checked carefully for each funding programme.
Who can get EU funds?
Beneficiaries of EU funds can be public or private organizations, profit or nonprofit organizations, from almost all sectors, micro-enterprises and NGOs, from newly established companies to multinational ones, universities, public authorities or public institutions.
How much does it take to get EU Funding?
To get European funds first you need a good project and the necessary capital to start the investment. The expenses are reimbursed later by the management authorities and the European Commission. Successful projects are those where there is a good mix of experience, market knowledge and an overview of the business idea.
When can I submit an application?
For the 2014-2020 funding period there are many available funding programs. In order to submit an application it is necessary for the funding call to be open. Usually the calls are opened in specific time frames when applications can be uploaded.
